What changes the price
The main scope variables are site condition, content needs, competitive intent and implementation responsibilities. Make them explicit in the brief rather than assuming they are included in every package. A quote can only be compared responsibly when the supplier and the buyer are discussing the same work.
A retainer should explain the research, technical work, content and reporting included. Keyword counts are only one planning input. Ask how topics are chosen, who implements recommendations and which pages are expected to improve. A report without implementation capacity may not address the underlying problem.

Read the payment schedule alongside the deliverables and approval stages so the team knows what is due before production, development or the final handover.
Why do quotes in Dubai vary so much?
Quotes vary because they include different amounts of strategy, production, implementation and support. Compare page or asset counts, language versions, integrations, review rounds and handover files line by line. A lower headline price may exclude content or ongoing charges. Request an itemised AED quote with the same brief from every supplier.
What is the cheapest option that still works?
Start with the smallest scope that supports the customer action you need. For a service business that can mean a focused website; for a store it still means a working catalogue and checkout. Remove optional features before removing testing or essential content. Compare the published package inclusions with your brief, then budget for the ongoing costs.
